Cultural manager working in Zagreb, Emina Vicnic is involved in various activities and fields (networking, cultural policy and advocacy, non-profit management) focused on local, national, regional and European issues. She currently works as a director of Zagreb Center for Independent Culture and Youth, recently established institution based on public-civil partnership and participatory model of decision-making.
Višnić was the coordinator and the president of Clubture Network (2002 – 2009), gathering organizations of independent culture in Croatia through program exchange and project cooperation. She is also a member of Executive Committee of Culture Action Europe.

Gathering relevant cultural ex Yugoslavia organizations, Trans Balkans Express aims at empowering them to formulate and affect EU cultural policies, i.e. to articulate proposals regarding cultural production and cooperation, and to share know-how and best practices. Simultaneously, the project will stimulate national authorities to get more involved in these issues. The project aims to secure that the voice of independent cultural sector of the region is heard, both on EU and local / national levels, and to promote the region as constituent part of Europe that is able to participate in re-building of European cultural space. Therefore, it is based on partnership both with former Yugoslavia and EU organizations.
Activities involve organization of the international conference “New European cultural policies – the place for Western Balkan” (working title), accompanied by two pre-conferences in Skopje and Sarajevo, and followed by position statement and publication.
