Labinot Salihu is currently general manager of ODA. Part of his duties in ODA is as well managing the 3 years programme “culture from-for all”, sponsored from Pro Helvetia and Olof Palme, that aims developing local cultural policies in Kosovo. He managed the program 'Safety in schools' for the Forum for Civic Initiatives in Prishtine, Kosova. He was responsible for the organisation and promotion of a governance process in the prevention of violence in school as well as also developing first stage elements for drafting a long term national strategy.
In this framework, he has been local expert for 'Safety in school strategy' for the Kosova Ministry of interior and UNDP (2008). He has previously been president of the reformist party ORA Digjitale and head of admin, finance and fundraising office (2004-2007), president and co-founder of Kosova Youth Network (2002-2004), director of the Prishitina Youth Center. (2000-2004) and program manager for the International rescue committee (2000-2002).

Culture from-for all aims at establishing principles of civic participation as self-evident measure in all present and future cultural policy-making processes in 6 multicultural municipalities in Kosovo and Macedonia and share best-practices with other municipalities, especially the capital cities of Pristina and Skopje.

The objective is to establishing a flexible methodological framework where all the different local actors, participants in the cultural life at local level with various powers and tasks (as cultural professionals, artists, decision-makers on local level, cultural operators and citizens) have to be taken into consideration when designing cultural policies for their cities, in an inclusive and ‘participative’ way.
This project is based on the presumption that culture is not just some kind of an extra option to the municipalities in Kosovo and Macedonia, but it is its essential component for social cohesion, an improvement to the life quality of its citizens regardless of their ethnical, religious, educational, social background, as well as to its economic development.
