Le fonds européen agricole pour le développement rural (FEADER) vise à contribuer à la promotion d’un développement rural durable dans l’ensemble de la Communauté. Il est doté de plus de 77,6 milliards d’euros pour la période de programmation 2007-2013. Sur cette somme, la France recevra plus de 6,4 milliards d’euros.

4 axis  of intervention for sustainable rural development

The ERDF is set up around four axis:
  - the axis «Improving the competitivity of the agricultural and forestry sectors», which aims to reinforce and dynamise the farm-produce industry in Europe,
  - the axis «Improving the environment and the countryside», which aims to protect and improve natural resources and the countryside in rural areas of the European Union,
  - the axis «Improving the quality of life in rural zones and encouraging the diversification of the rural economy», which aims at maintaining and improving the social and economic fabric, particularly in rural regions that are suffering from loss of population as well as  peripheral urban zones,
 - the axis «Leader», which supports local strategies.

 

A system of devolution

The EDRF leads to the drafting, by each Member state of a National Strategic Plan (NSP) that is then in turn applied to a series of programmes for rural development. In France there are six programmes for rural development :
- a rural development programme for all regions (except Corsica and the DOMs) called the programme for rural development in France (PDRH),
- a programme for development in rural areas in Corsica
- A programme for rural development in four DOMs (foreign colonies);
The programme for rural development for all regions was adopted in 2007. The five other programmes are currently being adopted.

 

The place of culture

The cultural sector is concerned by the third axis in so far as the projects submitted can contribute to the improvement of the quality of life and the diversification of rural economy. A significant part of the measures in axis 3 will be set up within the Leader initiative (Axis 4).
