One of the fundamental objectives of the European Union is to offer its citizens an area of freedom, security and justice without internal borders. In order to respond to this challenge, a new financial perspective for 2007 to 2013  within which the heading “Freedom, Security and Justice” has a total budget of almost 75 billion euros.


This heading is implemented through three major framework programmes:

• the framework programme « Security and safeguarding Liberties », which aims to fight against terrorims and promote safer societies founded on the rule of law, 
• the framework programme « Fundamental rights and Justice », which aims to create a space for liberty, security and justice,

• the framework programme « Solidarity and management of migration flows» which aims to further development of common policies in the fields of refugees, migration and external borders.


Each of these framework programmes can be of interest to cultural operators.
